Benin and France have signed a package of financing commitments worth a combined 65.5 billion CFA francs, aimed at backing major projects in three priority sectors: electricity, agriculture and health. The agreements were presented at a ceremony held at the Élysée on Monday, October 5, 2026, bringing together Beninese officials and their French and European partners.

A partnership focused on development

The cooperation between Cotonou and Paris has entered a new phase. At the Élysée presentation, Beninese authorities and their French counterparts highlighted the scale of the fresh financial commitments, which are designed to support the country’s development drive.

The 65.5 billion CFA francs mobilized will go toward several structural projects in sectors seen as essential for improving living conditions and strengthening Benin’s economic capacity.

Through these new agreements, both sides aim to give concrete form to their shared intention of consolidating the partnership, prioritizing investments expected to deliver lasting effects on national development.

Electricity at the top of the agenda

The power sector is among the areas covered by the new financing. Reliable and available energy is a major issue for Benin’s economic and social development.

The announced financial support is expected to bolster efforts to strengthen infrastructure and capacity in this field. A better energy supply is an important lever for households as well as for businesses, public services and productive activities.

As Benin seeks to accelerate its economic transformation, investment in the electricity sector stands out as a decisive factor for supporting growth, encouraging new activities and improving essential services over the long term.

Agriculture as a second strategic pillar

The agreements presented at the Élysée also cover agriculture. A key pillar of Benin’s economy, the sector plays a central role in household incomes, employment and food security.

Funding mobilized with French and European partners is expected to support Benin’s ambitions in this area. The goal is to help build a more efficient, better structured agricultural sector capable of meeting the population’s needs.

Through this focus, Franco-Beninese cooperation aims to back a sector directly tied to citizens’ daily lives. Stronger agricultural investment can also help improve productivity, create more value and open new prospects for those working in production and processing chains.

Health at the centre of public wellbeing

Health is the third major area highlighted under the new commitments. Investment in this sector reflects a desire to place people’s wellbeing at the heart of cooperation between Benin and its partners.

Strengthening the health system is a major challenge as the population grows and demand for services rises. The mobilized resources are expected to support projects that can improve the sector’s capacity and, ultimately, the quality of services offered to the public.

By linking health issues with investment in energy and agriculture, the new agreements outline a comprehensive approach to development, based on reinforcing the sectors that underpin the country’s economic and social life.

France and Europe alongside Benin

Beyond the headline figure of 65.5 billion CFA francs, the Élysée ceremony also illustrates a push to diversify and strengthen the partnerships mobilized around Benin’s development priorities.

The financial commitments bring together French and European partners around structural projects. This mobilization reflects the interest in Benin’s ambitions and its development trajectory.

For Cotonou, the new financing offers opportunities to speed up projects with a direct or indirect impact on the population. For France and its European partners, it signals a willingness to pursue cooperation built on concrete objectives and on support for priorities set by Benin.

Expected results on the ground

The signing and presentation of the agreements are only one step. Their real value will be measured through the effective implementation of the projects concerned and their results on the ground.

Expectations are particularly high in electricity, agriculture and health — three areas whose performance has direct consequences for people’s daily lives and for the country’s economic prospects.

With these new commitments, Benin intends to continue its push for stronger, more inclusive development. Cooperation with France and European partners is thus reinforced around investments meant to address priority needs.

The ceremony at the Élysée marks a new chapter in relations between Cotonou and Paris. By mobilizing 65.5 billion CFA francs for structural projects, both sides are signalling their ambition to make their partnership an instrument serving development, growth and the wellbeing of Benin’s people.
