Mali’s drone war: can technological precision ever justify 731 civilian deaths?

In Mali, drones have reshaped the face of war. Marketed as precision weapons designed to hunt down armed groups, they have instead become instruments whose use raises profound questions about the protection of civilian populations. According to an investigation by Jeune Afrique and Bellingcat, between September 2023 and September 2026, 731 civilians were reportedly killed in 199 strikes, based on ACLED data cited by the researchers. Behind these figures lie villages, families, and children struck at the heart of a conflict that continues to expand.

What does a drone in the sky mean for civilians in Mali?

In northern and central Mali, the hum of a drone overhead has become a signal of dread. Over the past several years, Malian authorities have significantly strengthened their aerial capabilities to combat armed groups. Turkish Bayraktar TB2 and Akinci drones, as well as combat aircraft, are now deployed in operations conducted by the Malian Armed Forces (FAMa) and their Russian partners from Africa Corps.

On paper, this equipment is meant to strike identified targets from a distance with greater precision. On the ground, the investigation published by Jeune Afrique and Bellingcat, with contributions from The Sentry, describes a far more troubling reality.

Researchers examined nearly 60 strikes and independently reconstructed 12 of them by cross-referencing satellite imagery, videos, photographs, munition debris, witness testimonies, and geolocation data. In those twelve cases, they identified 146 civilian deaths.

On a broader scale, ACLED data cited in the investigation records 199 strikes that primarily hit civilians and 731 civilian deaths over three years, between September 2023 and September 2026. These figures do not mean that every victim has been individually identified or that legal responsibility for each strike has been established. They do, however, provide a measure of the scale of civilian losses attributed to this aerial campaign.

Children among the victims: what did operators see before firing?

This is one of the most sensitive aspects of the investigation. In some of the cases studied, witnesses and evidence gathered by researchers raise questions about what operators knew before launching a strike.

One phrase reported during the investigation captures this accusation with brutal clarity: “They saw the children, and they fired anyway.”

If established in the cases concerned, such a practice would raise major questions under the fundamental principles of international humanitarian law, particularly the distinction between combatants and civilians and the obligation to take all possible precautions to spare populations.

But the question extends beyond the operators sitting behind their screens. It also concerns the entire chain leading to a strike: intelligence gathering, target identification, operational validation, choice of munition, and the order to fire.

Who is accountable in Mali’s drone chain of command?

This is precisely one of the points the investigation emphasizes. Mali’s aerial war involves multiple actors: Malian forces, Russian partners from Africa Corps, and, in the case of Turkish drones, actors linked to their acquisition and use.

This entanglement makes determining responsibility particularly complex. Who identifies the target? Who confirms its military nature? Who gives the order to strike? Who controls the operation at the moment of firing? And above all, who answers for the victims when a strike hits a civilian population?

These questions take on particular importance in a conflict where Malian authorities regularly present their aerial operations as actions against armed groups.

Does technological precision guarantee civilian protection?

The arrival of drones has often been associated with the idea of more precise warfare. An operator can observe an area remotely, track a target, and choose the moment of attack without directly exposing soldiers to enemy fire.

But technology does not eliminate human error. Nor does it guarantee that intelligence is accurate.

On the contrary, in a region where armed groups move among populations, where villages are isolated, and where available information is sometimes fragmentary, identifying a combatant with certainty can prove extremely difficult.

The investigation thus highlights the contrast between the sophistication of the weapons employed and the vulnerability of people living in conflict zones. For residents, a drone appearing in the sky does not necessarily distinguish a combatant from a shepherd, a trader, or a child.

What traces does Mali’s aerial war leave behind?

Available figures point to a significant evolution in aerial warfare in Mali. According to data cited in the investigation, the number of strikes causing civilian casualties has risen sharply compared to previous years.

This evolution comes as violence against civilian populations remains a major problem in the Sahel. Armed groups themselves are responsible for numerous attacks on civilians and also possess growing capabilities in drones and explosive devices.

For Malian families, however, the distinction between different technologies and different chains of responsibility changes nothing about the final reality: when a strike hits a village, lives are lost.

The question raised by these revelations is therefore not only that of the military effectiveness of drones. It is also about the limits that must frame their use.

As Sahelian armies acquire increasingly sophisticated aerial capabilities, the question of responsibility becomes unavoidable. A weapon capable of striking from several kilometers away does not exempt the one using it from verifying their target.

In Mali, the hundreds of deaths recorded in the data cited by the investigation remind us of an essential reality: in any technological war, the distance between the one who presses a button and the one who dies can be immense. But responsibility does not disappear with distance.
