Benin lawmakers transfer Mediator of the Republic duties to first vice-president of the Economic and Social Council
The National Assembly convened in plenary session at the Governor’s Palace on June 24, 2026, to deliberate and ratify a bill amending Law No. 2009-22 of January 3, 2014, governing the role of the Mediator of the Republic.
The reform eliminates the separate appointment process for this constitutional conciliation office, streamlining state governance by integrating its functions directly into the Economic and Social Council’s (CES) leadership structure.
Razacki Amouda Issifou named to dual constitutional role
Under the revised framework, the Mediator of the Republic’s responsibilities will now automatically fall to the first vice-president of the CES. Given the council’s current composition, this appointment places prominent jurist Razacki Amouda Issifou at the helm of this critical oversight institution.
Razacki Amouda Issifou assumes this new mandate with extensive credentials in constitutional law and senior public service. His career includes serving as vice-president and later president of Benin’s Constitutional Court, demonstrating deep institutional experience.
Before this appointment, he led the National Assembly’s Law Commission, coordinated the first independent electoral commission (CENA) in 1996, and served as mayor from 2010 to 2015. His earlier roles included strategic leadership positions within the Ministry of Justice, further solidifying his expertise in constitutional and administrative matters.
A strategic shift in institutional conciliation
This legislative change marks a significant evolution in how Benin manages citizen grievances and institutional mediation. By consolidating the Mediator of the Republic’s role within the CES framework, the government aims to enhance coordination between advisory bodies and constitutional oversight functions.
The move reflects a broader effort to modernize governance structures, ensuring that mediation services operate with greater efficiency and alignment with national priorities.
