Bénin security update: minister Cissé engages with forces in Kandi and Parakou

Interior and Public Security Minister Djibril Mama Cissé has continued his nationwide security assessment tour, stopping in Kandi and Parakou to engage directly with local security forces and gather firsthand insights.

During his two-day visit, the minister inspected key operational facilities, including the Special Multipurpose Intervention Group (GSPI) base in Kandi, the civil protection agencies for Alibori and Borgou departments, the Parakou Republican Police Mobile Intervention Company, and the Regional Directorate of Interior and Public Security in Parakou. The primary objective was to evaluate on-the-ground security realities and strengthen operational strategies across Benin’s security apparatus.

Listening tour takes center stage

« My visit here should be seen as a commitment to listening, » Minister Cissé emphasized during an open dialogue session with officers of all ranks at the Kandi Republican Police Special Intervention base. « I came to listen to you. » The same platform was replicated in Parakou, where security personnel were encouraged to voice concerns without reservation, knowing their feedback would directly inform government and leadership responses.

The discussions revealed pressing operational challenges, including delays in career progression, extended postings in high-risk zones, limited financial incentives for hazardous duty, critical shortages of specialized staff, and insufficient human resources. Additional concerns included unreliable mobile network coverage in remote areas, targeted attacks on telecommunications infrastructure, and inadequate protection for certain police stations.

Government responds to frontline grievances

In response, senior officials from the Republican Police Directorate and Ministry Secretariat outlined ongoing initiatives to address several of these issues, with particular focus on career development pathways for officers. The minister acknowledged the sacrifices made by security forces, applauding their dedication in maintaining peace and stability across Benin. « It is your vigilance that allows our nation to thrive, » he stated.

While stopping short of making immediate promises, Minister Cissé underscored the government’s determination to tackle these challenges head-on. « We are not here to make empty pledges, but to meet these challenges together, » he asserted. His message to all public security personnel was clear: full engagement is essential. The resolution of these operational hurdles remains a government priority to ensure Benin’s continued security and uninterrupted progress.
