Gabon: FDS advocates for regulation over ban on water tanker operations

The Front Démocratique Socialiste (FDS) has issued a response to the government’s declaration of a hydric state of emergency, announced on July 1, 2026. While commending the authorities’ commitment to combating illegal potable water trafficking, the political party expresses concern that an abrupt cessation of water distribution via tanker trucks could exacerbate existing supply challenges for the population. Instead of a sweeping prohibition, the FDS urges the implementation of stringent regulatory measures.

Following the nationwide imposition of the hydric state of emergency, the Front Démocratique Socialiste (FDS) voiced its perspective. In a communiqué released on July 2, the party, led by President Anges Kevin Nzigou, acknowledged the severity of the crisis confronting Gabon. However, the FDS also raised reservations regarding certain governmental actions, specifically the seizure of 55 tanker trucks and the centralization of water distribution under the purview of defense and security forces.

Outright ban deemed counterproductive

The FDS firmly believes that combating illicit water trafficking is imperative. The party unequivocally condemns «any form of illegal potable water trafficking, which constitutes a direct infringement on the fundamental rights of the populace». Nevertheless, it argues that the government’s response could be more effectively tailored to the realities on the ground. The FDS highlights that the immediate discontinuation of water distribution by tanker trucks occurs at a time when the conventional water supply network remains inadequate, particularly within the Grand Libreville area.

According to the party, this alternative distribution method, despite some acknowledged irregularities, currently serves as an essential lifeline for numerous households grappling with persistent water shortages. «In the absence of immediate, fully operational substitute solutions, this prohibition risks intensifying the water precarity faced by citizens», the communiqué cautioned. The Front Démocratique Socialiste also questioned the decision to entrust water distribution and billing responsibilities to defense and security forces. It suggests that such an arrangement necessitates robust control mechanisms to guarantee transparency and accountability.

FDS proposes sectoral regulation

Rather than a blanket ban, the FDS advocates for a transitional framework to oversee the operations of tanker truck distributors. The party’s proposals include an official accreditation system for distributors, the establishment of controlled price ceilings determined in consultation with relevant stakeholders, and the creation of a monitoring mechanism involving local authorities and civil society organizations.

Furthermore, the FDS recommends targeting fraudulent networks through specific investigations, thereby avoiding the penalization of all operators and consumers.

Accelerating investment in water infrastructure

Beyond immediate emergency measures, the Front Démocratique Socialiste calls upon the government to prioritize structural solutions. The party urges an acceleration of investments aimed at rehabilitating and modernizing the infrastructure for potable water production and distribution.

For the FDS, managing this crisis requires balancing the fight against illegal practices with the assurance of effective water access for all citizens. «The right to water cannot be jeopardized by inadequately prepared measures. On the contrary, it demands a concerted, inclusive, and context-specific response», concluded the communiqué signed by the party’s presidency.
