Libreville municipal council confirms budget surplus for the 2025 fiscal year

The atmosphere at the Hôtel de Ville of Libreville suggests a steady return to institutional normalcy. During an ordinary session held in the Jean-Félix Lassy hall, municipal councillors gathered to scrutinize and adopt the administrative and management accounts for the 2025 fiscal year. This meeting, attended by the Governor of Estuaire province, Marie-Françoise Dikoumba, marks a significant milestone in the city’s current political climate.

A transition toward political stability

This session follows a turbulent period for the municipality. Last April, the rejection of the 2026 draft budget by a significant majority of councillors triggered a political shift, leading to the departure of the executive team led by Pierre Matthieu Obame Etoughe. Since then, a new bureau headed by Eugène Mba has taken the reins. In an environment that now appears far more serene, the elected officials have resumed the standard course of institutional operations, adhering to decentralization laws that require the review of the previous year’s accounts during the first annual session.

Opening the proceedings, Mayor Eugène Mba clarified that the administrative account serves as the definitive record of all budgetary operations conducted during the year. It provides a transparent comparison between the initial budget forecasts and the actual revenue collected and expenditures authorized.

Positive financial results for 2025

For the 2025 fiscal year, the budget originally established under the special delegation was set at 25.623 billion francs CFA, later increased by an additional 500 million francs CFA. The figures presented to the council reveal a successful management outcome, with a confirmed surplus of 1.311 billion francs CFA. Although he was not at the helm of the commune during the period in question, Eugène Mba emphasized the principle of continuity in public service to justify presenting these financial results to the assembly.

The Mayor urged the councillors to review the documentation with a sense of objectivity and civic duty. Beyond the financial accounts, the council was also tasked with deliberating on the Mindoubé commercial complex. Municipal authorities view this project as a vital tool for stimulating local economic activity and diversifying the city’s revenue streams.
