The Parti Social-Démocrate Vert has closely monitored the announcement of an upcoming inclusive national political dialogue in the Democratic Republic of the Congo.
The party commends the Head of State’s commitment to engaging in consultations with all national social and political forces. This approach aims to strengthen national cohesion by prioritizing collective reflection, essential for defending the country’s sovereignty and territorial integrity—values severely tested by the ongoing Rwandan aggression.
In this context, the PSDV emphasizes that the dialogue must not lose sight of the core issue driving the crisis: the unjust aggression against our nation.
To ensure the process succeeds, the party outlines key recommendations as guiding principles for the dialogue:
Core objectives
While addressing other domestic policy concerns, the primary focus of this broad consultation must be the formation of a robust patriotic bloc to counter the aggression threatening the nation.
Location and inclusivity
The dialogue should take place on Congolese soil, reinforcing national ownership of the process.
The PSDV reaffirms its commitment to inclusivity, provided participation aligns with realistic and structured modalities consistent with the DRC’s international obligations.
Domestically, the dialogue will include representatives from the ruling majority, unarmed opposition, civil society, and key political figures. For armed opposition groups, the party supports continuing talks with government representatives abroad to finalize agreements under the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington Agreement. This should align with the binding obligations outlined in United Nations Security Council Resolution 2773, a critical roadmap for sustainable conflict resolution.
Leadership and facilitation
Given its national significance, the PSDV believes the Head of State must take a leading role in overseeing the dialogue, as mandated by Article 69 of the Constitution. He should designate a highly credible facilitator to guide discussions, supported by religious leaders (Catholic, Protestant, Kimbanguist, Muslim, and the Church of the Awakening in Congo) to address specific tasks.
International observation
The African Union and the United Nations must participate as observers due to their direct involvement in resolving the crisis caused by the aggression. Key dialogue outcomes will be presented to these institutions to advocate for the effective implementation of UN Security Council Resolution 2773.
