Senegal and France strengthen partnership during national celebrations

As the French national celebrations unfolded, Senegalese Minister Me Moussa Sarr underscored the depth of ties between Dakar and Paris, describing the relationship as ‘historic, rich, and multifaceted’—built on shared human bonds, cultural exchanges, economic ties, scientific collaborations, and academic partnerships. Yet, he emphasized that this relationship now enters a ‘new phase of evolution’, marked by a ‘demanding, clear-sighted, and constructive dialogue’ aimed at aligning their cooperation with the aspirations of their people and the shifting dynamics of the regional and global landscape.

Core principles guiding the renewed partnership

The minister outlined the foundational values underpinning this renewed ambition: sovereignty, mutual trust, open dialogue, equal partnerships, and shared interests. These principles, he noted, are essential to fostering a balanced and forward-looking collaboration between the two nations.

Strategic sectors for bilateral cooperation

Me Moussa Sarr highlighted key areas where Senegal and France are deepening their collaboration:

  • Education and vocational training: Highlighting progress in higher education and skills development initiatives.
  • Healthcare: Strengthening medical cooperation and infrastructure.
  • Infrastructure and transport: Advancing critical projects to boost connectivity.
  • Agriculture and energy: Promoting sustainable development and renewable energy solutions.
  • Sanitation and territorial development: Addressing urban and rural challenges.
  • Research and innovation: Encouraging joint scientific and technological advancements.

The minister praised the ‘Programme d’appui aux initiatives de solidarité pour le développement’, which mobilizes the Senegalese diaspora in developmental efforts, as well as France’s role as the top destination for Senegalese students abroad. He also extended gratitude to the French government for its support in preparing for the 2026 Youth Olympic Games, particularly in protocol, security, and emergency response.

Addressing historical sensitivities

A significant portion of the address focused on historical memory, a sensitive yet critical aspect of Senegal-France relations. Me Moussa Sarr reported ‘positive dialogues’ underway regarding access to archives, declassification of documents, and the establishment of joint training programs for archivists and heritage professionals. Additionally, he mentioned French experts assisting in archaeological excavations, though specific sites were not disclosed.

Global challenges and multilateral cooperation

The minister framed key international issues—security, climate change, energy transition, food sovereignty, global economic governance, mobility, peace, and stability—as areas requiring a ‘renewed multilateralism’ and balanced partnerships. He commended the high-level exchanges between both countries and announced upcoming bilateral meetings, including intergovernmental seminars, to set priorities for a future-oriented partnership.
