Following incursions into the tax website in October and the national identity card department in January, the Public Treasury has now become the latest target for malicious actors. While each incident might individually appear as a mere technical glitch, their recurring nature and the strategic importance of the targeted public infrastructures reveal a deeply troubling reality: the profound susceptibility of the country’s digital systems. This alarming trend highlights a pressing need for enhanced digital resilience.

In Dakar, a prominent daily publication emphasizes that the challenge of Senegal‘s digital resilience is more urgent than ever. Cybersecurity specialists consulted advocate for the establishment of a dedicated national cybersecurity agency. Such an entity, they argue, would significantly improve the coordination of incident response. Furthermore, experts stress the importance of developing centers of excellence, fostering research, and integrating local expertise into national strategic digital initiatives.

Mountaga Tall’s family pursues legal action

The family of Mountaga Tall, the Malian lawyer and politician, has announced its intention to initiate legal proceedings. Tall was reportedly seized by armed, masked individuals earlier this month. This incident draws striking parallels with the January 2024 arrest of lawyer Guy Hervé Kam in Burkina Faso.

Tall, who leads the political movement Sens, faces charges of “conspiracy against state security” and “criminal association.” Both cases exhibit concerning similarities: opaque disappearances or arrests, an initial lack of clear official communication, the mobilization of legal counsel, and a surge of fervent social media campaigns. These two situations collectively underscore a growing tension between legitimate security imperatives and the fundamental respect for public liberties across the region.

Constitutional reform debate intensifies in the DRC

The Democratic Republic of Congo is witnessing a fervent debate surrounding constitutional reform. Ejiba Yamapia, president of the Église du Réveil du Congo, has vocally advocated for a “complete overhaul of the 2006 Constitution,” which he controversially labeled a “constitution of belligerence.”

Yamapia champions a new foundational law that would be “development and sovereignty-oriented,” alongside a transition to a “more presidential” system of governance. He urged political leaders to prioritize “republican consensus” over narrow electoral interests.

These pronouncements have, however, ignited strong reactions from segments of the opposition. Prince Epenge, spokesperson for the Lamuka coalition, expressed deep concern, asserting that the Church risks becoming “a soldier serving the third term of Félix Tshisekedi.” Epenge then directly criticized Ejiba Yamapia for his stance.

African athletics mourns the loss of Hamad Kalkaba Malboum

Colonel Hamad Kalkaba Malboum, a towering figure in African sports, has passed away in Yaoundé at the age of 75. He served as both the President of the African Athletics Confederation and the National Olympic and Sports Committee of Cameroon. In Rabat this morning, Moroccan athlete Aziz Daouda delivered a profound tribute to the late leader.

Daouda reflected that “today, African athletics loses far more than just a leader; it loses an ardent militant.” He added, “With his departure, one of the last great architects of a generation that believed Africa could claim its rightful place in global sporting bodies has faded.”

Concluding his homage, Daouda recalled Malboum’s vision: “For him, Africa was never merely a talent pool destined to enrich other nations. It was destined to evolve into an organized, respected, and influential sporting powerhouse.”
