After the President returned the draft text on May 7, 2025 citing technical discrepancies, the National Assembly reconvened and approved the amendments on May 11, 2025 under an expedited procedure. Legal experts note that the constitutional promulgation window remained open beyond the previously circulated May 13 deadline.
