A former minister, Aly Ngouille Ndiaye, has made a striking revelation during a television appearance, asserting that Ousmane Sonko was the first Senegalese Prime Minister to receive access to special funds at the Prime Minister’s office.
Exclusive details on the allocation of special funds
Aly Ngouille Ndiaye explained, “The special funds were introduced during Ousmane Sonko‘s tenure. I never held the position of Prime Minister, but several former colleagues who were present during that period are still with us today. Among them, Boun Abdallah Dionne—may he rest in peace—did not have access to these funds. This initiative began with Sonko.”
He continued, “Amadou Ba did not benefit from these funds either, as his term was cut short and replaced by Sidiki Kaba, who did not last long enough to access them. At the very least, Amadou Ba did not have these special funds.”
Breakdown of fund allocations
Aly Ngouille Ndiaye further elaborated on the financial allocations, stating, “Some claim the funds were distributed quarterly, while others suggest annually. If distributed annually, Sonko would have received around 8 billion FCFA. However, the initial 1.7 billion FCFA was exhausted quickly. If the funds were meant to last a year but were depleted within a quarter, this raises serious questions. This strongly indicates that the distribution was not annual.”
He added, “If the funds were fully utilized and the next Prime Minister found nothing left, it implies that Sonko consumed these resources entirely.”
Calls for transparency and parliamentary investigations
Aly Ngouille Ndiaye emphasized the need for clarity, stating, “While Sonko may raise concerns, the first step should be to explain how the 1.7 billion FCFA was spent. Parliamentary commissions must investigate the use of these funds. Only then can we determine if he set a positive example. They often claim they won’t misuse institutions, yet actions speak louder than words.”
