A key policy shift was enacted through a directive signed on July 23, 2026, by Benin’s Minister of Decentralization and Local Governance, Rodrigue Sèwènan Chaou. This reform aims to bring human resource management closer to local governments while improving working conditions for medical staff serving at the grassroots level.
Guaranteed payroll and enhanced healthcare access for contract workers
The initiative introduces tangible benefits for contract health professionals. Salaries will now be disbursed no later than the 20th of each month, aligning with the payment schedule for civil servants. Additionally, local councils have taken charge of the healthcare coverage process, streamlining medical service delivery for these workers through faster claim processing and improved on-the-ground accessibility.
