Lomé, August 17, 2026 — Local authorities in Togo cannot meet community needs without adequate and well-managed resources. To address this challenge, municipal leaders from Golfe 2, Golfe 3, Agoè-Nyivé 5, and Agoè-Nyivé 6 are convening in Golfe 7 from August 17 to 19, 2026, for an intensive training on financial resource mobilization.
Organized under the National Training Plan led by the National Agency for Local Government Training (ANFCT), the three-day workshop focuses on equipping local officials with advanced strategies to boost municipal revenues and optimize financial management. The goal is clear: build sustainable financial independence for Togo’s communes.
Financial autonomy: the backbone of local governance
For local governments, financial mobilization is no longer just about discovering new funding streams. It’s about securing existing revenues, tightening collection mechanisms, and ensuring every franc collected translates into tangible public services.
The availability of resources directly impacts a commune’s ability to develop infrastructure, maintain facilities, and address pressing social and economic needs. Strengthening the skills of municipal staff has thus become a cornerstone of effective local governance.
This workshop in Golfe 7 is designed to strengthen that foundation by fostering hands-on skill development and peer-to-peer learning across communes.
Hands-on learning rooted in local realities
The workshop was inaugurated by Kossivi AGBODAN, Prefect of Golfe, alongside Adaka Koffi, Third Deputy Mayor of Golfe 7, and representatives from participating communes, general secretaries, and financial officers.
Speaking on behalf of the Senator-Mayor, Adaka Koffi emphasized that the training is not just theoretical—it’s a practical opportunity to strengthen financial autonomy at the local level. He urged participants to maximize the three-day session through experience-sharing and developing solutions directly applicable in their communes.
The approach goes beyond classroom instruction. Participants are encouraged to share real-world challenges, analyze field obstacles, and co-create actionable strategies to enhance revenue mobilization.
From mobilization to disciplined management
Prefect AGBODAN underscored a critical second principle: disciplined financial governance. A commune may increase revenue without improving lives if it lacks rigorous financial oversight.
He stressed that effective mobilization must go hand in hand with transparency, strict budgetary discipline, and accountability. This principle elevates the training beyond mere revenue generation—it’s about ensuring every collected franc strengthens local development plans.
Three days to drive lasting change
Through August 19, participants will work together to deepen their expertise, exchange insights, and explore ways to sustainably improve financial mobilization and management.
This initiative reflects the ANFCT’s ongoing commitment to supporting communes in Togo’s decentralization journey. For the four participating communes, the real test lies in translating training insights into concrete actions that strengthen their financial capacity—and ultimately, their ability to serve their communities better.
