Morocco and council of europe unveil new neighborhood partnership in Rabat

This new framework for cooperation aims to consolidate progress and enhance shared initiatives across several strategic domains for the 2026-2029 period.

The Ministry of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad in Rabat recently hosted the formal launch ceremony for the fifth phase of the Morocco–Council of Europe Neighborhood Partnership, covering the period 2026-2029.

This significant gathering brought together representatives from various Moroccan ministries and institutions involved in the partnership. Also in attendance were officials from the Council of Europe’s Rabat Office, alongside ambassadors from Council of Europe member states accredited to Morocco.

The discussions during the event were structured around two distinct panels. The first panel focused on the achievements and future prospects of the new Morocco–Council of Europe Neighborhood Partnership. The second panel delved into tangible strategies designed to ensure the sustainable implementation of projects outlined within this cooperative framework.

Morocco has embarked on a comprehensive reform journey since the accession of His Majesty King Mohammed VI to the Throne. This ambitious process is dedicated to solidifying democratic principles, advancing human rights, and strengthening the rule of law. Driven by a profound commitment to modernizing the state, the Kingdom has embraced robust constitutional obligations.

This dynamic approach has led to considerable progress for Morocco. Notable advancements include the reinforcement of democratic institutions, enshrined in the 2011 Constitution, the enhancement of national mechanisms for promoting and safeguarding human rights, the ongoing reform of the judicial system, and the firm establishment of judicial independence.

This Neighborhood Partnership with the Council of Europe perfectly aligns with the Sovereign’s enlightened vision. It underscores Morocco’s unwavering dedication to embedding its institutions in modernity and upholding international standards.

Furthermore, this commitment has fostered deeper cooperation with Council of Europe bodies in various fields. These include audiovisual matters, where Morocco, through the HACA, has been a member of the Executive Board of the European Audiovisual Observatory since 2013, holding the unique distinction as the only non-European country from its region to sit on this body. Cooperation also extends to sports and the promotion of equality between women and men, a principle firmly established by Article 19 of the Moroccan Constitution.

Indeed, Morocco and the Council of Europe share a long-standing and multifaceted relationship. Morocco stands out as one of the most dedicated partners in the region, demonstrated by its adherence to 13 conventions and protocols across diverse areas such as Justice, Cybercrime, and Data Protection.

The Kingdom of Morocco is also the pioneering country in the Southern Neighborhood and the sole representative from the African continent to hold the status of “Partner for Democracy” with the Parliamentary Assembly of the Council of Europe (PACE). Additionally, it remains the only nation in the region to have achieved the status of “Partner for Local Democracy” with the Congress of Local and Regional Authorities (CPLR).
