The Senegalese Prime Minister’s Office, known as the Primature, has seen a notable transformation in its organizational structure following a leadership change in May 2026. Ousmane Sonko, who held the position of Prime Minister since November 2025, was succeeded by Al Aminou Lô, triggering a comprehensive redistribution of various state entities.
These adjustments are implemented under Decree No. 2025-1431, which delineates the allocation of state services and the oversight of public establishments, national companies, and publicly-owned corporations among the Presidency, the Primature, and various ministries.
Reforms initiated under Ousmane Sonko
During his tenure at the Primature, Ousmane Sonko actively enhanced the internal organization of the departments under his authority.
Specifically, Decree No. 2025-1929 of November 27, 2025, established several new bodies designed to support governmental action. These included the Reform Guidance and Monitoring Unit, the Services Inspectorate, the Asset Valuation and Recycling Initiatives Guidance and Monitoring Committee, and the Procurement Commission.
Within the Government’s General Secretariat, new entities were also created, notably a Unit for the Preparation of the Council of Ministers and Monitoring of Institutional Affairs, alongside the National Commission for Access to Information.
New alignments under Al Aminou Lô
With the appointment of Al Aminou Lô, the Primature’s organizational framework has been adjusted. His cabinet, in particular, has been strengthened by the attachment of the Technical Secretariat of the National Local Content Monitoring Committee, which was previously under the purview of the Ministry of Petroleum and Mines.
Concurrently, certain structures have transitioned out of the Primature’s direct scope to join other ministerial departments.
This includes the Directorate General of National Civic Service and Volunteering, which now falls under the supervision of the Ministry of Youth and Sports.
BIC-Gouv transferred to Ministry of Communication
Another significant alteration involves the Bureau of Government Information and Communication (BIC-Gouv), which has been reassigned to the Ministry of Communication and Relations with Institutions.
This entity, formerly led by journalist Mame Gor Ngom, thus departs from the immediate environment of the Primature.
The National Observatory of Places of Deprivation of Liberty has also experienced a change in oversight, now reporting to the Ministry of Justice.
End of the State Secretary Government Spokesperson role
The latest governmental configuration also marks the dissolution of the position of “Secretary of State to the Prime Minister, in charge of Relations with Institutions and Government Spokesperson.”
The President of the Republic has instead opted to entrust these responsibilities to a full-fledged Minister of Communication and Relations with Institutions, who also assumes the role of Government Spokesperson.
These administrative realignments reflect a clear intention to reorganize governmental responsibilities and delineate missions between the Primature and the various ministries.
