Systematic oversight in the Democratic Republic of the Congo’s mining sector intensifies
The Inspection Générale des Finances (IGF) has launched a sweeping campaign of systematic oversight across nearly 200 public and private entities in the Democratic Republic of the Congo, with a dedicated focus on the mining sector. As part of the 2026 fiscal year’s second wave of audits, 118 finance inspectors have been deployed to scrutinize revenue streams generated nationwide by mineral extraction operations.
While these missions also encompass payroll audits of state employees and public assets, the primary objective remains the rigorous examination of mining revenues. This initiative, spearheaded by IGF Head Christophe Bitasimwa Bahii, aligns with resolutions from the 87th Council of Ministers meeting, reflecting the government’s commitment to enhancing transparency and efficiency in public revenue mobilization.
Mining sector under the microscope
The mining industry stands as a cornerstone of the national economy, contributing significantly to state coffers. However, authorities seek greater clarity on every stage of production, revenue declaration, collection, and traceability within the mining value chain. The IGF’s mission is to meticulously assess revenue collection mechanisms, pinpoint operational weaknesses, and recommend measures to optimize financial yields for the public treasury.
Emmanuel Tshibingu, IGF Deputy Head of Service, emphasized the continuity of these oversight efforts. « This marks the second wave of missions for fiscal 2026. We’ve already conducted an initial round, and today we’re launching this phase with a sharp focus on mining revenues. Additionally, we’re deploying inspectors to monitor customs and tax revenues at strategic checkpoints to bolster state income,» he stated.

Prior to sending inspectors into the field, Christophe Bitasimwa Bahii underscored the gravity and ethical imperatives of their mission. « As senior civil servants, our duty is to uphold the interests of the State above all else. Conduct your duties fearlessly, free from external influence or intimidation. Objectivity, independence, impartiality, and fairness must guide every finding and conclusion you reach,» he instructed.
He further stressed the importance of thorough investigations, rigorous analysis, and meticulous report drafting—documents that serve as critical decision-making tools for policymakers. This renewed oversight campaign reaffirms the IGF’s role as a guardian of public finances, supporting the government’s drive to improve governance in the mining sector, a vital engine of the Democratic Republic of the Congo’s economic development.
