On Thursday, July 30, the Republic of Bénin entered a new chapter in its governance structure with the official inauguration of its first Senate. This landmark event, which follows the constitutional reform of December 2025, marks the country’s transition to a bicameral parliamentary system. The inaugural session took place in Porto-Novo, the nation’s capital, where 25 senators gathered to begin their term.
Under the revised Constitution, the Senate is tasked with critical responsibilities, including safeguarding national unity, strengthening state institutions, and upholding democratic principles, peace, and political stability. While the Constitutional Court focuses on legal matters, the Senate’s mandate centers on political and institutional oversight, as outlined in Article 113.1 of the Constitution.
The Senate’s creation stems from a constitutional amendment aimed at enhancing the balance of powers within Bénin’s democratic framework. Its establishment reflects a deliberate effort to diversify legislative functions and ensure robust checks and balances. Among its key roles is the authority to review constitutional amendments, electoral laws, and regulations governing political parties before their final adoption.
The ceremony, led by Élisabeth Pognon—who holds the position of second oldest senator—featured a formal protocol, including an inaugural address and an official group photograph. After the public proceedings, the senators convened in private to commence their legislative duties. The first mandate consists of 25 members, including ex-officio representatives and appointed individuals, such as former public officials and retired security sector leaders.
With this development, Bénin becomes the latest West African nation to adopt a two-chamber parliamentary system, a structure not seen since the 1990 Constitution came into effect. The Senate’s integration into the legislative process is expected to contribute to greater institutional stability and public trust in governance.
