Benin leads global ocean prediction training with opera project

The Republic of Benin has taken a decisive step forward in addressing the pressing challenges of coastal management and maritime security in the Gulf of Guinea. Through the OPERA project (Ocean Prediction Enhancement in Regions of Africa), a groundbreaking international training initiative focused on ocean forecasting fundamentals, nearly 1,200 participants from across the globe have been mobilized, with Benin’s academic institutions and researchers emerging as key players in global maritime expertise.

Benin’s academic leadership in a worldwide maritime initiative

The program, coordinated at the national level by the UNESCO Chair / CIPMA at the University of Abomey-Calavi (UAC), is an online seven-week Massive Open Online Course (MOOC) that highlights the country’s growing influence in strengthening scientific and technical skills in oceanography. Out of 1,162 participants from 111 countries, Benin stands out as the most represented nation, reflecting the strong engagement of its educators, students, and environmental managers.

Dr. Frédéric Bonou, researcher and lecturer at UAC, emphasizes the program’s practical approach:

« What makes this course exceptional is its hands-on focus. Every module is designed to bridge theory with real-world challenges faced by local stakeholders—whether they are fishermen navigating coastal waters, environmental managers safeguarding Benin’s shoreline, or scientists advancing marine research. »

Advanced tools for coastal protection and sustainable fisheries in Benin

Over 21 hours of interactive learning, participants explore cutting-edge technologies such as satellite observation systems, Argo floats, and advanced numerical models. The goal is clear: equip national actors with immediately applicable skills to tackle pressing local issues:

  • Coastal erosion prevention: Enhance forecasting of waves and tidal dynamics to protect the vital coastal strip.
  • Sustainable fisheries management: Use predictive tools to map and identify high-density fishing zones.
  • Maritime security: Strengthen surveillance of Benin’s territorial waters and improve response to pollution risks.

A select group of 500 learners receives personalized mentorship, culminating in an academic certification awarded jointly by the UNESCO Chair at UAC and the University of Toulouse.

An EU-funded strategic partnership driving ocean science in Benin

The program’s success is rooted in a strong collaboration between the University of Abomey-Calavi, the Gulf of Guinea Ocean Sciences Summer School (GGOSSS) network, and Mercator Ocean International. This partnership is made possible through financial support from the European Union under the Arc X / Global Gateway initiative.

By positioning young researchers and volunteer scientists from UAC at the heart of an international network that includes experts from Benin, France, the United States, and Spain, Benin is reinforcing its commitment to leveraging ocean science as a sovereign tool for sustainable development and the protection of its maritime domain.
