The process of establishing the Senate is reaching a new milestone in Bénin. The government has finalized the initial roster of individuals designated to serve as ex-officio members of this newly formed institution. This group primarily consists of former heads of state, past leaders of the National Assembly, and former presidents of the Constitutional Court.

Prominent figures appointed to the upper house
The list notably features former Presidents of the Republic Nicéphore Soglo, Boni Yayi, and Patrice Talon. These three figures are called to join the Senate due to their past roles as the nation’s chief executives. Alongside them are several former presidents of the National Assembly, including Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago. These former parliamentary leaders are included under the specific provisions governing the composition of the new chamber.
Former heads of the Constitutional Court are also set to take their seats in the Senate. The list identifies Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon as members of this legislative body.
Constitutional framework and membership rules
The creation of the Senate stems from the constitutional revision adopted in November 2025. This reform introduced a second parliamentary chamber in Bénin. According to the established regulations, the Senate must include both ex-officio members and other representatives appointed according to specific legal procedures.
The ex-officio members are specifically defined as former Presidents of the Republic, former Presidents of the National Assembly, and former Presidents of the Constitutional Court, provided they served at least half of their official term.
