Bénin overhauls its intelligence apparatus, establishing a new national service
Bénin has embarked on a significant transformation of its national intelligence framework, establishing the new Direction générale des services (Dgs) to supersede the former Direction des services de liaison et de documentation (Dsld).
This strategic reorganization comes as the sub-region grapples with escalating terrorist threats and complex transnational criminal networks. The primary objective, as confirmed through various insights, is to equip Bénin with a more advanced and highly effective intelligence capability. The Dgs is mandated to undertake the crucial tasks of collecting, analyzing, and leveraging strategic intelligence. Furthermore, it will play a vital role in bolstering threat prevention measures and enhancing cooperation with allied intelligence services.
Leadership continuity for the new service
Captain de frégate Orphée Hounkanrin, who previously led the Dsld, has been retained at the helm of this newly formed structure. While the specific achievements of the Dsld largely remained confidential due to national security protocols, the decision to keep its former director in charge of the Dgs strongly suggests the authorities’ satisfaction with his past performance.
