Chad secures over 24 billion FCFA from China for diverse development projects

Chad has successfully secured significant new financial assistance from China. On Thursday, August 20, in N’Djamena, two grant agreements were formally signed, totaling 300 million yuan. This sum equates to approximately 44 million US dollars, or more than 24 billion FCFA. These funds are earmarked to bolster crucial initiatives across various sectors, including infrastructure, social development, digital technologies, and professional training.

The two separate agreements allocate 100 million and 200 million yuan, respectively. Signatories included Tahir Hamid Nguilin, Chad’s Minister of State for Finance, Budget, Economy, Planning, and International Cooperation, and Wang Xining, the Chinese Ambassador to Chad. It is important to note that these contributions are confirmed as grants, not loans. This key distinction ensures that the 300 million yuan provided does not contribute to any additional debt burden for Chad under these specific agreements.

A notable aspect highlighted by N’Djamena is the immediate availability of these resources. The Chadian government intends to channel them into projects focusing on infrastructure, social progress, digital technology integration, and skill development programs. Minister Tahir Hamid Nguilin affirmed, “The two grants, amounting to 100 and 200 million yuan respectively, are immediately mobilizable.” He further indicated that particular emphasis would be placed on projects directly benefiting the populace, especially young people and women.

From infrastructure to digital advancement

The announced scope for these funds is considerably broad. Ambassador Wang Xining clarified that China’s support aims to finance essential infrastructure and social projects, while also fostering the expansion of digital technologies and enhancing workforce skills. Currently, no specific projects have been publicly linked to these two financial packages, nor has a detailed breakdown of how the 300 million yuan will be distributed across various sectors been provided. The practical application of these funds will become clearer as selected projects are identified and subsequently implemented. This represents a significant opportunity, making over 24 billion FCFA available for critical investments without the need for additional borrowing.

This latest financial injection complements another Chinese contribution provided just weeks prior. On July 7, Beijing and N’Djamena finalized a 2 million dollar grant, equivalent to approximately 1.2 billion FCFA, specifically allocated for flood prevention and management efforts. That earlier funding was intended to bolster the nation’s response capabilities following several particularly devastating flood events. In 2024, floods impacted an estimated 1.9 million individuals, resulted in 576 fatalities, and destroyed more than 432,000 hectares of agricultural land.
