The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a landmark national workshop in Abidjan to finalize the study for the National Spatial Planning Framework (SNAT CI-2045). The gathering brought together key stakeholders including republic institutions, prefectural officials, local authorities, technical and financial partners, public administrations, private sector representatives, civil society, academics, experts, and media outlets.
This milestone paves the way for the adoption of Côte d’Ivoire’s first national territorial planning reference. The SNAT CI-2045 will equip the State with a long-term framework to guide public and private investments, enhance the effectiveness of government action, and promote more balanced territorial development.
Under the leadership of President Alassane Ouattara, the Government is reinforcing its strategic planning mechanisms to support the country’s economic, social, and environmental transformations. Territorial planning plays a pivotal role in this vision by ensuring a more balanced distribution of investments, unlocking regional potential, and strengthening the coherence of development policies.
The SNAT CI-2045 serves as the backbone for long-term spatial organization, structuring the location of public and private investments while harmonizing the efforts of the State, local authorities, and development actors. Each territory will be assigned specific roles to maximize its contribution to national growth.
« The National Development Plan (NDP) 2026-2030 sets medium-term priorities and investments to drive national progress. The SNAT CI-2045 translates these priorities into territorial terms, ensuring a long-term perspective and serving as the foundation for future National Development Plans. Together, these frameworks enable coherent public action across the country. The validated orientations represent the culmination of a participatory, multi-scale consultation process grounded in rigorous scientific analysis. They address critical challenges such as reducing regional disparities, managing urbanization, boosting territorial competitiveness, improving local governance, preserving natural resources, and strengthening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire where territories are resilient, competitive, and share prosperity. It is structured around five strategic pillars: balanced territorial development, efficient urban-rural networks, stronger territorial governance, a high-performing, resilient, and inclusive economy, and accelerated climate transition.
Following the workshop, the draft framework will be submitted to the Government before being presented to Parliament for adoption into law. This will establish Côte d’Ivoire’s first national territorial planning reference, guiding State action to direct investments toward high-impact areas and foster more balanced nationwide development.
