Gabon adopts new five-year security programming bill

Following the legislative approval of military programming a year ago, the government is now pivoting toward a comprehensive upgrade of the National Police. During the Council of Ministers session on June 25, 2026, a new security programming bill for the 2026-2030 period was officially adopted. This legislative move aligns with the vision shared by Vice-President Hermann Immongault during his public address on February 10.

This initiative aims to recalibrate the nation’s security infrastructure to handle an increasingly intricate landscape. With the rise of digital risks, organized trafficking, and sophisticated criminal networks, the National Police must undergo a significant evolution to protect the population effectively. This five-year roadmap will guide strategic investments, boost service performance, and ensure a more robust presence across the entire territory of Gabon.

Modernizing the National Police force

The reform focuses on transforming the operational core of the police. Key priorities include continuous professional training for officers, the integration of advanced technologies into security missions, and a stronger physical presence throughout the country. Furthermore, there is a clear intent to rebuild the relationship between officers and the communities they serve, while fostering international cooperation to tackle shared security challenges.

However, these ambitious goals face a tightening fiscal environment. Despite the clear need for capital investment, the 2026 rectified finance bill shows a reduction in security-related credits. This budgetary shift raises questions about the speed at which these reforms can be implemented. The ultimate success of the 2026-2030 plan will hinge on the state’s ability to secure necessary funding and maintain its commitment to modernization over the long term.
