Gabon’s land registry goes digital as economy ministry signs on
Gabon has taken a decisive step toward modernising its land administration. The Minister of Economy has now joined the protocol agreement with SNEDAI GROUPE, a move that broadens institutional backing for a fully computerised, secure and interconnected land and cadastral system. The overarching aim is to make land data more reliable, improve plot localisation, cut down on duplicate and overlapping records, and strengthen the traceability of all land-related transactions.
Aligning with national development priorities
This reform fits squarely within Pillar III of the National Growth and Development Plan (PNCD) 2023-2030, which calls for modernising public administration and expanding digital public services. Under this framework, land digitisation is expected to make procedures faster, more transparent and more secure for users. It also dovetails with the Gabon Digital programme, which promotes a more interconnected administration.
Where the project stands today
Following the signature, SNEDAI GROUPE representatives introduced their company to the Minister of Economy and provided an update on work already carried out with the Ministry of Housing. Discussions confirmed that the project is currently at the stage of validating the specifications document, a prerequisite before the pilot phase can begin.
Thierry MINKO welcomed the progress achieved and congratulated the teams involved. He also announced that a working session will be held soon to present a more comprehensive overview of the various projects led by SNEDAI GROUPE.
Three milestones in Gabon’s digital transformation push
This meeting follows two earlier gatherings focused on the digital transformation of public services.
The housing ministry’s initial agreement
On 14 September 2026, the Minister of Housing, Mays MOUISSI, signed a protocol agreement with SNEDAI GROUPE dedicated to land digitisation. The project includes building a reliable database, precisely identifying plots, reducing duplicates and overlaps, and interconnecting with existing digital systems.
Planning ministry joins the conversation
A second meeting then brought together Mays MOUISSI, the Minister of Planning and Prospective, Louise Pierrette MVONO, and a SNEDAI GROUPE delegation led by its Chairman and CEO, Adama BICTOGO. That session, devoted to digitising land and civil status records, examined the group’s technological expertise, the project’s various components, their costs and financing arrangements. SNEDAI GROUPE indicated its willingness to support the project’s launch through a prefinancing mechanism.
Coordination and next steps
Participants also stressed the need for close coordination between the administrations involved. Designating focal points and setting up joint monitoring were considered to streamline exchanges and speed up technical preparation.
With the Ministry of Economy now on board, this institutional coordination is further widened. The ultimate goal remains to give Gabon a land and cadastral system that is more reliable, more transparent and better secured, while gradually simplifying administrative procedures and improving the quality of service delivered to users.
