The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Land Use Framework (SNAT CI-2045). Participants included high-ranking officials, prefects, local authorities, technical and financial partners, public administrations, private sector representatives, civil society, academia, experts, and media professionals.
This milestone paves the way for adopting the country’s first-ever national territorial planning reference. The SNAT CI-2045 will equip the State with a strategic framework to guide public and private investments, enhance the efficiency of government actions, and foster balanced regional development across the nation.
Under the leadership of President Alassane Ouattara, the Government is reinforcing its national strategic planning mechanisms to align with the country’s economic, social, and environmental transformations. Land use planning plays a central role in this vision by ensuring investments are distributed fairly, leveraging regional strengths, and aligning development policies for greater coherence.
The SNAT CI-2045 serves as the long-term spatial development blueprint. It defines where public and private investments should be strategically located, harmonizes state, local, and development actors’ efforts, and assigns specific roles to each region to maximize its potential.
“The 2026–2030 National Development Plan (PND) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these into a long-term territorial vision and will underpin future National Development Plans. Together, these frameworks ensure cohesive public action across all regions. Our mandate as the Ministry in charge of Land Use Planning and Regional and Local Development is to guarantee every territory its rightful place in the nation’s progress,” explained Dr. Souleymane DIARRASSOUBA.
The validated orientations result from a rigorous, participatory, and multi-scale consultation process. They are grounded in a comprehensive national territorial assessment and address key challenges: reducing regional disparities, managing urban growth, boosting territorial competitiveness, improving local governance, preserving natural resources, and strengthening regional integration.
The SNAT CI-2045 embodies a vision for a Côte d’Ivoire where territories are resilient, competitive, and prosperous. It is structured around five strategic pillars: balanced territorial development, efficient urban and rural networks, stronger territorial governance, a high-performing and inclusive economy, and accelerated climate transition.
Following the workshop, the draft Framework will be submitted to the Government and later to Parliament for adoption through the law establishing the National Land Use Framework. Once enacted, Côte d’Ivoire will have its first national territorial planning reference, steering State investments toward the regions where their impact will be most transformative and fostering balanced nationwide development.
