The notion of a swift resolution through alignment with Moscow has clearly faded in Mali. While the Malian transitional government continues to champion a rhetoric of self-reliance and expresses skepticism towards Western allies, the stark reality on the ground is undeniable: the security situation is rapidly deteriorating, and the strategy implemented by Russian paramilitaries has reached a critical impasse.
The faltering security efforts of Africa Corps
Three years after the initial deployment of Russian mercenaries, operating first under the Wagner banner and now known as Africa Corps, Moscow’s assistance has yielded a particularly grim outcome:
- Operational shortcomings and significant setbacks: Far from eradicating the prevailing threat, Africa Corps forces have accumulated tactical defeats. - Strategic vulnerability: Deprived of the high-precision aerial intelligence, projection capabilities, and advanced technological assets previously supplied by multilateral partnerships, the Malian Armed Forces (FAMA) and their Russian counterparts find themselves in a state of perpetual vulnerability.

Given the quagmire presented by the Russian paramilitary methodology, recent insights into discussions in Washington regarding targeted strikes against JNIM represent a significant strategic opportunity that demands serious consideration.
Moving beyond the extensive ground interventions of the past, the model of high-precision strikes envisioned by the American administration offers substantial tactical advantages:
- Decisive technological superiority: Leveraging an unparalleled intelligence chain, which includes robust intelligence gathering (ROIM), Medium Altitude Long Endurance (MALE) drones, and satellite targeting, the United States possesses the capability to dismantle JNIM’s command structure and neutralize its senior leaders without deploying ground troops.
- A focused response to terrorist expansion: By striking directly at the heart of JNIM’s logistical network, such operations could immediately alleviate the military pressure on Malian garrisons and disrupt the armed groups’ expansionist trajectory towards the Gulf of Guinea.

While the transitional government champions a principle of self-reliance, which now appears illusory, the hard facts and the suffering of rural populations underscore a crucial truth: no single nation can defeat a transnational terrorist threat of this magnitude in isolation.
To reject the support of American interception and strike capabilities due to ideological posturing, while simultaneously maintaining a demonstrably ineffective Russian partnership, constitutes a disproportionate risk.
