Dr Jean Baptiste Nikiema officially appointed WHO Resident Representative in Niger

The Republic of Niger welcomed a new leader in global health diplomacy on November 12, 2025, as Dr Jean Baptiste Nikiema assumed his official duties as Resident Representative of the World Health Organization (WHO) in Niamey. The appointment ceremony took place at the Ministry of Foreign Affairs, Cooperation and Nigeriens Abroad, in the presence of senior government officials and WHO staff, underscoring the deepening partnership between Niger and the WHO.

During the meeting with His Excellency Mr. Bakary Yaou Sangaré, Niger’s Minister of Foreign Affairs, key health priorities for Niger, Africa, and the global community were discussed. The Minister commended the WHO’s role as a technical advisor and secretariat for member states, emphasizing the need for enhanced collaboration to strengthen Niger’s national health system and improve public health outcomes for its citizens.

  • Expanding access to primary healthcare to ensure broader coverage across rural and urban regions

  • Bolstering emergency response capabilities to tackle outbreaks and public health crises

Dr. Nikiema praised Niger’s leadership in advancing public health, highlighting significant achievements such as:

  • Reducing child mortality through vaccination campaigns
  • Lowering maternal and perinatal mortality rates
  • Eliminating onchocerciasis (river blindness)
  • Strengthening epidemic response mechanisms

The two leaders also addressed the financial challenges facing WHO operations globally, with Dr. Nikiema expressing appreciation for Niger’s financial support through the Ministry of Health. He noted the government’s efforts to mobilize local resources, digitize health services, and advance telemedicine initiatives. His commitment to aligning with Niger’s national health priorities and respecting its sovereignty was clearly emphasized.

With over three decades of experience in public health and health diplomacy, Dr. Nikiema brings a wealth of expertise to his new role. His career spans leadership positions in Burkina Faso, regional WHO roles, and international crisis management, including serving as:

  • Director General of Pharmacy, Medicines, and Laboratories in Burkina Faso
  • Regional Advisor for Medicines and Health Products at WHO Africa
  • Deputy WHO Representative in the Democratic Republic of the Congo, where he played a key role in responding to major health emergencies

Dr. Nikiema has made substantial contributions to public health development, including:

  • Advocating for the African Medicines Agency and local drug production
  • Strengthening pharmaceutical regulatory systems
  • Coordinating pooled procurement initiatives for small island states, generating significant cost savings
  • Mentoring over 50 PhD candidates and 10 Master’s students in pharmacy and public health
  • Publishing more than 50 scientific papers in international journals

Fluent in French and English, Dr. Nikiema is recognized for his strategic vision, risk management capabilities, and resource mobilization skills. His primary focus in Niger will be supporting the country’s health sovereignty, prioritizing essential health interventions, improving operational efficiency, and fostering partnerships to secure additional funding—all in alignment with national health strategies.
