Strict enforcement of updated legal framework in Senegal
Prime Minister Ousmane Sonko has delivered a firm message to the National Assembly, declaring that the government will show no leniency in the application of the newly strengthened laws targeting acts against nature. Speaking during a legislative session on Friday, the head of government dismissed international pushback, emphasizing that the legislation is now the law of the land.
The Prime Minister stressed that the primary focus is now on the effective execution of the statute. Ousmane Sonko maintained that once a law has undergone the parliamentary process and received presidential approval, it becomes a binding obligation for every citizen, including those who may have voiced disagreements during its drafting.
Stricter penalties under Article 319
The legislation in question, known as Law n°2026-08 and promulgated on March 27, 2026, by President Bassirou Diomaye Faye, brings significant amendments to Article 319 of the 1965 Penal Code. This reform not only increases the severity of punishments for acts deemed against nature but also criminalizes the promotion, apology, or financial support of such activities.
Under the revised code, individuals found guilty face prison sentences ranging from five to ten years. Furthermore, the court can impose substantial fines, with penalties set between two million and ten million francs CFA.
Defending national sovereignty
Addressing the wave of criticism from various Western nations, Ousmane Sonko stood by the country’s right to determine its own legal and social standards. He asserted that Senegal remains a sovereign nation and does not require external guidance or lessons regarding its societal choices.
The Prime Minister further justified the reform as a necessary measure to safeguard the social fabric and mitigate specific public health challenges, specifically referencing the fight against HIV. He concluded by confirming that no suspension or moratorium would be granted, reiterating the government’s commitment to ensuring the law is fully respected across the country.
