On June 19, 2026, the Dispute Resolution Committee (CRD) of Togo’s Public Procurement Regulatory Authority (ARCOP Togo) issued Decision No. 024-2026, closing the chapter on allegations of misconduct surrounding International Tender No. 003/DPI/PRMP/DG/CEET/2026 for the Lomé Electricity Network Expansion Project (PEREL PLUS).
Following a thorough investigation and testimony from the Public Procurement Officer of the Compagnie Électrique du Togo (CEET), the Committee determined that the accusations lacked merit.
Tender process under scrutiny but deemed compliant
Two anonymous complaints filed with ARCOP Togo on March 28 and April 8, 2026, alleged multiple procedural flaws in the tender managed by CEET, including:
- a restricted list without prequalification;
- a disproportionate number of foreign firms;
- failure to split the contract into smaller lots;
- and the reuse of excessively stringent qualification criteria.
The CRD’s review, however, confirmed that the process was rigorously supervised by an official prequalification phase, which saw nine candidates selected from 15 expressions of interest.
PEREL PLUS: procedure endorsed by technical partners
The tender dossier falls under financing arrangements managed by the French Development Agency (AFD).
Additional clearance was provided by the National Directorate for Public Procurement Control (DNCCP Togo) and AFD, with the Committee noting that in externally funded projects, lender-specific rules may override certain national provisions, particularly regarding lot structuring.
