Togo-Luxembourg Strengthen Bilateral Ties with Three Major Accords

The diplomatic efforts of Togo have once again shone bright as Minister of Foreign Affairs Prof. Robert Dussey welcomed Vice-Premier Minister and Head of Luxembourg’s Diplomatic Corps Xavier Bettel in Lomé on Wednesday, July 15, 2026.

Historic Friendship and Solidarity

This official visit marks the second time Xavier Bettel has visited Togo in two years, following his 2024 trip. This move demonstrates the excellence, mutual trust, and vitality of the bilateral relations between Lomé and Luxembourg since March 7, 1972.

To consolidate these gains, both countries announced plans to establish a regular political consultation mechanism through the upcoming signing of a protocol of agreement.

Environment, Digital, and Cybersecurity: The Three Key Accords

The Lomé meeting culminated in the immediate signing of three key instruments aimed at accelerating Togo’s development:

  • Le protocole d'accord de financement du programme environnemental INCLURE: A major project for durability and ecological resilience.
  • The Programme Indicatif de Coopération (PIC Togo-Luxembourg): To structure durable aid to development.
  • Le programme de cybersécurité « Togocyber + » : This section will benefit directly from LuxDev’s technical expertise to enhance Togo’s digital transition and cybersecurity, under the supervision of Cina Lawson.
