Benin unveils $14.5 billion plan to build climate-resilient economy

The government of Benin has announced plans to mobilize a total of $14.5 billion—equivalent to approximately 8,004.38 billion FCFA—to bolster the nation’s economic resilience against climate risks and accelerate its transition toward sustainable development. This initiative, outlined in the third Nationally Determined Contribution (NDC 3.0), spans the 2026–2035 period and was unveiled during a high-level meeting in Cotonou. The gathering brought together government officials, technical and financial partners, representatives from the United Nations system, and advocates for green and inclusive growth.

The NDC 3.0 is more than just a climate pledge—it’s a strategic roadmap designed to embed climate resilience into the core of public policy, investment decisions, and national development priorities. By integrating climate risks into every level of governance, Benin aims to safeguard its economy from environmental shocks while fostering long-term prosperity.

The announced funding will drive programs focused on reducing the country’s vulnerability to extreme weather events while promoting sustainable economic growth. Key allocations will target critical areas such as infrastructure protection, securing productive sectors, conserving natural resources, and improving living conditions for communities most exposed to climate impacts.

Climate action targets agriculture, energy, water and infrastructure

Benin’s climate resilience strategy prioritizes sectors that are both vital to the economy and highly sensitive to climate variability. Agriculture, a cornerstone of the national economy, takes center stage in the plan. Investments will strengthen the adaptive capacity of farmers, enhance agricultural systems, and secure value chains against climate-related disruptions.

The initiative also extends to energy, water resources, forestry, health, infrastructure, tourism, and coastal zones. Tailored projects aim to mitigate climate change effects in vulnerable regions and boost their resilience. In energy, the NDC 3.0 seeks to accelerate the shift toward cleaner, renewable solutions. Infrastructure projects will focus on anticipating risks such as flooding, coastal erosion, and other climate-induced hazards.
