The Coalition Article 64 for the Defense of Constitutional Order (C64) concluded a visit to Bujumbura on July 9, 2026, following a meeting with Burundian President Évariste Ndayishimiye. The delegation, led by Martin Fayulu, clarified that they did not initiate the encounter, which was reportedly arranged by the Burundian head of state in his capacity as current chair of the African Union.
The coalition’s leaders emphasized their commitment to political dialogue and national cohesion but set clear conditions for engagement. They insisted on the permanent abandonment of the constitutional amendment project, the release of political prisoners, an end to politically motivated prosecutions, and the restoration of public freedoms as prerequisites for any meaningful discussion.
Principles deemed non-negotiable by the C64
The coalition underscored several foundational principles they consider essential, including the strict adherence to the Constitution, the rule of law, and the sovereignty of the Congolese people. They argued that previous peace processes failed to address the root political causes of the crisis in the Democratic Republic of the Congo, leaving the situation unresolved.
The delegation’s stance comes amid growing concerns over President Félix Tshisekedi’s proposal to amend the Constitution during a period marked by conflict and territorial occupation. The C64 has reiterated its opposition to constitutional revision, advocating instead for the preservation of institutional order. These demands will be formally presented during a peaceful march scheduled for July 22, culminating at the Palais de la Nation, where they will demand the president’s resignation for allegedly violating his constitutional oath.
