Gabon announces new scholarship policy, favoring African institutions

President Brice Oligui Nguema of Gabon has unveiled significant changes to the criteria for awarding public scholarships to students planning to pursue higher education in certain European nations. This strategic shift is primarily driven by escalating tuition fees and a reduction in financial aid programs traditionally available to students abroad.

The announcement came on August 17, 2026, during a national address delivered on the eve of Gabon’s 66th independence anniversary celebrations. While the specific European countries subject to these new limitations were not named by the head of state, France is widely anticipated to be significantly impacted, given the substantial number of Gabonese students who traditionally receive scholarships to study there.

Concurrently, President Oligui Nguema urged Gabonese youth to increasingly consider the premier universities and training centers across the African continent. He emphasized that Africa now offers robust opportunities in higher education, innovation, and professional training, presenting a compelling alternative for academic pursuits.

For the Gabonese president, this reorientation serves a dual purpose: to better manage the expenditures associated with overseas education and to simultaneously bolster Gabon’s national training capabilities. He also advocated for academic programs that are more closely aligned with Gabon’s economic priorities and its evolving skill requirements.

Authorities are thus committed to fostering an educational policy that resonates more effectively with the nation’s development ambitions, particularly as the costs of international higher education continue their upward trajectory.

Gabon marked its independence on August 17 in Libreville with various official events, including a military parade. Dignitaries present included Congolese President Félix Tshisekedi and General Horta Ntam, representing Guinea-Bissau.
