The Gabonese government is moving toward implementing high-tech excise stamps as part of a broader initiative to combat fraud and enhance revenue collection. This potential advancement was the focal point of a meeting held on June 10, 2026, between Vice-President of the Government Herman Immongault and a delegation from the Canadian Bank Note Company (CBN), led by Vice-President Fuencisla Santiago. Discussions centered on a cutting-edge solution designed to secure products subject to excise duties, aligning with the country’s push to modernize fiscal controls and improve supply chain transparency for sensitive goods.
CBN’s proposed system features highly secure excise stamps capable of tracking products from manufacturing to point of sale. This technology aims to tackle counterfeiting, illicit trade, and tax evasion—issues that particularly impact sectors such as tobacco, beverages, pharmaceuticals, and cosmetics. « We presented a partnership opportunity to equip Gabon with a solution that can help increase tax revenue by strengthening control over excise-duty products, » Fuencisla Santiago stated following the discussions.
Boosting public revenue while safeguarding consumers
The integration of this high-tech solution would not only bolster public revenue but also enhance consumer protection by reducing the circulation of counterfeit or non-compliant goods. By enabling end-to-end traceability, the secure stamps would streamline regulatory oversight while ensuring greater clarity in distribution networks. This strategic tool would serve as a dual-purpose mechanism—preserving public health and reinforcing the state’s regulatory capabilities.
Digital transformation and economic resilience
Gabon’s push for this innovation reflects a broader commitment to accelerating digital transformation within its economy and strengthening commercial security. With criminal networks increasingly exploiting weaknesses in traditional tax enforcement, adopting a proven technological solution would empower the country to modernize governance tools, optimize sovereign revenue collection, and sustainably improve the efficiency of its tax administration.
