Morocco eu water policy support program worth 3.7 billion dirhams launched

Morocco has officially launched a groundbreaking €348 million (3.7 billion Moroccan dirhams) initiative to bolster its national water policy, a collaborative effort between the Ministry of Equipment and Water, the European Union (EU), Germany, France, and Italy. The program marks a significant step in international cooperation under the “Team Europe” approach, pooling resources from multiple partners.

The financial structure combines €48 million in EU grants with three concessional loans of €100 million each, provided by the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s KfW development bank. This coordinated funding aims to strengthen Morocco’s water management framework by addressing critical challenges linked to climate resilience and resource sustainability.

Central to the program are four key focus areas: enhancing understanding of water resources amid climate change impacts, improving management of extreme weather events like droughts and floods, safeguarding water quality and biodiversity, and protecting groundwater reserves. These priorities align with Morocco’s broader water strategy and long-term sustainability goals.

The initiative is part of the Morocco-EU Green Partnership, signed in October 2022, and the Mediterranean Pact adopted in November 2025, both of which prioritize climate resilience and sustainable water governance as shared objectives. It also complements Morocco’s National Water Plan and the 2020-2027 National Program for Drinking Water Supply and Irrigation (PNAEPI), reinforcing ongoing efforts to secure water access and ecological balance.
