Bénin civil servants receive long-awaited salary and career adjustments

In a decisive move to support public sector workers, the Ministry of Economy and Finance, under the leadership of Romuald Wadagni, has initiated a nationwide operation to clear backlog promotions and salary arrears. This initiative underscores the government’s commitment to improving the livelihoods of civil servants across Benin.

On June 5, 2026, Léa Estelle Honfo Akpovo, Deputy Secretary-General of the Ministry of Finance, announced the launch of a month-long campaign in June 2026 to address all pending career advancements that should have taken effect no later than December 31, 2026, or in prior years.

The initiative aims to resolve two critical issues for civil servants:

  • career progression updates: Every stalled promotion file will be processed to ensure employees receive the rank or grade they are entitled to, based on merit and tenure.
  • arrears settlement: All salary increases and unpaid dues (retroactive payments) linked to these promotions will be disbursed to beneficiaries without delay.

The government has deployed the Sigrhp (Integrated Human Resources and Payroll Management System) to streamline the process. This modern tool enhances efficiency, fairness, and transparency in managing employee records and payments.

To ensure swift execution, a directive has been issued to all ministries and public institutions. They are expected to compile and submit immediate reports listing all eligible civil servants for promotions due in 2026 and earlier years to the General Directorate of the Civil Service.
