The Chamber of Representatives has emerged as a cornerstone of Morocco’s diplomatic strategy during the 11th legislative term. This was emphasized by Rachid Talbi Alami, President of the Chamber, during the closing of the second session of the 2025–2026 legislative year.

In his address, Talbi Alami highlighted that parliamentary diplomacy has been central to the Kingdom’s foreign policy, particularly in addressing the Sahara Marocain issue. He described this matter as the top priority in Morocco’s international relations, guiding the country’s engagement with global partners.

UN resolution marks a turning point in Sahara dispute

On July 31, 2025, the United Nations Security Council adopted Resolution 2797, which Talbi Alami called a decisive milestone in resolving the Sahara conflict. He underscored that the resolution reinforced Morocco’s stance by acknowledging the historical legitimacy of the region and strengthening international support for the Kingdom’s historical rights over its southern provinces.

Parliamentary diplomacy amplifies royal initiatives

Rachid Talbi Alami also noted that the Chamber of Representatives has actively supported Morocco’s major royal initiatives on both international and African fronts. Among these were proposals aimed at fostering closer ties with African Atlantic coastal states and facilitating access to the Atlantic Ocean for landlocked African nations.

The President of the Chamber reaffirmed Morocco’s commitment to peace, coexistence, and environmental protection, pointing to the Kingdom’s consistent hosting of high-level international congresses and forums. These gatherings have led to the adoption of 11 key international parliamentary documents, including global declarations, throughout the current legislative term.

Strengthening Morocco’s global parliamentary footprint

Talbi Alami stressed the importance of building on these achievements by deepening Morocco’s involvement in multilateral parliamentary organizations. He advocated for strengthening bilateral cooperation through the signing of new conventions and the organization of forums designed to foster enduring partnerships and mutual trust.

The Chamber’s international cooperation programs have played a vital role in creating new dialogue spaces, facilitating the exchange of best practices with leading parliaments, and promoting Morocco’s democratic model. Talbi Alami proudly noted that the Moroccan parliament is among the few in the world to have developed, adopted, and published practical guides and reference documents on parliamentary action through comparative analysis.
