Prime Minister Ousmane Sonko recently unveiled a comprehensive strategy aimed at the profound transformation of Senegal’s commercial infrastructure. Addressing the critical state of existing facilities, many of which date back to the 1970s, and responding to the alarming record of 53 market fires between 2013 and 2024, the head of government has integrated the Programme for Market Modernization and Management (PROMOGEM) into the nation’s Strategic Plan for 2025-2029.

This ambitious initiative targets the renovation of 528 existing markets and the construction of 67 brand-new, contemporary commercial complexes. This significant undertaking is backed by a substantial public allocation of 57.5 billion CFA francs, distributed over a four-year period.

Regarding the upcoming 2026-2027 agricultural season, the Prime Minister emphasized the necessity for immediate corrective actions. These measures are designed to overcome current deficiencies in beneficiary targeting, enhance seed autonomy, and resolve pressing storage limitations. While awaiting a complete overhaul of agricultural subsidies, immediate priority is being given to accelerating digital integration within the pilot regions of Tivaouane and Nioro.

Concerning the critical issue of flood management, an urgent directive has been issued for the prompt validation of communal emergency plans. Furthermore, an inter-ministerial simulation exercise is mandated to take place before June 15, 2026, to ensure preparedness. Finally, regarding the Sénégal Connect Park, a pivotal strategic project currently 95% complete but stalled due to contractual disagreements, the government has requested an expedited submission of a revised closing timeline to the African Development Bank (AfDB).
