Sénégal: extraordinary assembly session convened for monday
The Bureau of the National Assembly has officially disclosed an extraordinary session scheduled for Monday, August 10, 2026, at 10:00 AM. This meeting, convened through an order signed by the Assembly President, Ousmane Sonko, will proceed under strict constitutional and regulatory guidelines.
The published order, bearing reference number 192, outlines a comprehensive agenda that delegates of the 15th Legislature will deliberate upon. Three critical draft laws will take center stage: the Labor Code reform (Draft Law No. 15/2026), the Social Security Code reform (Draft Law No. 16/2026), and the Cybersecurity and Critical Information Infrastructure Protection Act (Draft Law No. 25/2026).
Additionally, two legislative proposals will undergo review: one aimed at amending Article 37 of the Constitution (Proposal No. 33/2026), and another focusing on the legal framework governing special credit mechanisms (Proposal No. 34/2026).
Six parliamentary inquiry commissions to be ratified
The session will also ratify six proposals for parliamentary inquiry commissions, each addressing pressing national concerns:
- Investigating severe irregularities in the management of land allocations and maritime public domain;
- Scrutinizing irregular property sales from the state’s built heritage to private entities;
- Reviewing the government’s use of financial mechanisms such as TRS;
- Probing procurement and execution flaws in the One Student, One Laptop program, with an estimated expenditure of 48 billion CFA francs since 2017;
- Examining revenue losses linked to tax exemptions and their management;
- Assessing the issuance and renewal conditions of fishing licenses.
The session will conclude once the agenda is fully addressed, as specified in Article 3 of the order, with no modifications permitted once proceedings commence.
