The General Directorate of Taxes (DGI) recently convened its 14th annual conference in Ouagadougou, Burkina Faso, from November 26 to 27, 2025. Focused on the pivotal theme, “Modernizing documentary archiving for DGI performance: challenges and prospects,” the two-day event brought together key stakeholders. Following 48 hours of intensive discussions, attendees endorsed two significant resolutions and a crucial recommendation, all designed to propel the institution’s archive management system into a new era of digital transformation.
Over these two days, approximately 150 delegates engaged in a dynamic panel discussion and participated in two specialized workshops. These sessions thoroughly explored critical aspects such as current archiving policies, the inherent structural obstacles in document management, and the transformative power of digitalization in enhancing the overall operational performance of the DGI.

Concluding the proceedings, participants articulated two principal resolutions. The first aims to comprehensively address the current archive backlog by implementing systematic processes for document collection, sorting, preservation, and the judicious elimination of obsolete records. The second resolution emphasizes fostering robust engagement and unwavering support from all DGI personnel across every hierarchical tier, ensuring successful execution of the comprehensive modernization process.
A pivotal strategic recommendation emerges
The cornerstone recommendation focuses on significantly bolstering the archival staff within the archives department. This strengthening is deemed essential to meet the rigorous demands of contemporary, structured, and sustainable administrative document management.

Éliane Djiguemdé/Ouédraogo, the Director General of the DGI, articulated two paramount challenges. Firstly, the imperative for standardizing existing archives to ensure documents are classified strictly according to recognized archiving standards. Secondly, she highlighted the critical transition towards digital archiving, which necessitates the development of tailored, rapid, and highly efficient digital solutions.

Director General Djiguemdé/Ouédraogo underscored the immense importance of a well-structured archiving system, particularly for securing land tenure. She stated, « When information concerning a parcel of land is sought, it is crucial that documents are meticulously organized to drastically reduce processing times. This is fundamental for responding effectively to the requests of our partners ».
Representing the minister, technical advisor Souleymane Nabolé lauded the proactive initiatives undertaken by the DGI. He articulated that « the modernization of archiving transcends mere technical reform; it stands as an act of national sovereignty ».

It is noteworthy that the DGI has already made significant strides in the digitization of its services. This includes the implementation of teleprocedures, the advanced SYC@D platform, the innovative eDocument solution, and the gradual automation of numerous administrative processes.
