The research, conducted by scholar Antonia Juelich, draws from 57 interviews with 27 former Boko Haram members—including mid-level commanders and technical specialists—conducted between 2025 and 2026. These testimonies cover activities from 2023 to mid-2025, documenting the group’s evolving technological capabilities.

According to the report, factions such as the Islamic State’s West Africa Province (ISWAP) and Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS) have adopted multiple AI tools, including ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek. Their adoption began in 2023, shortly after these generative AI systems became widely accessible.

Beyond propaganda: AI’s role in tactical and logistical planning

While AI-driven propaganda remains a concern, the study details far more sophisticated applications. These include:

  • Planning military operations and coordinating unit movements
  • Conducting post-attack assessments to identify tactical weaknesses
  • Troubleshooting captured weapons and equipment failures
  • Designing improvised explosive devices (IEDs) and improving operational security

Former members reported that AI systems accelerated access to technical knowledge, reducing complex troubleshooting tasks from days to minutes. When platforms restricted certain requests, users adapted by rephrasing queries or switching to alternative AI services.

Specialized AI units trained by ISIS-affiliated operatives

Some factions have institutionalized AI use by forming dedicated technical cells composed of engineers, weapons experts, and logistics specialists. These units receive questions from field operatives, query multiple AI systems, and relay vetted responses back to combatants.

Access to AI tools is tightly controlled, with credentials and equipment restricted to trusted members to prevent leaks or unauthorized use. Training, reportedly provided by ISIS-linked instructors, covers AI navigation, bypassing restrictions, and secure digital practices.

Instructors supplied hardware, encryption software, virtual private networks (VPNs), and premium AI platform access to these cells, which then disseminated knowledge throughout the organization.

Critical limitations and evolving threats

The study acknowledges methodological constraints, emphasizing that findings rely on former members’ testimonies rather than independent verification. These individuals were mid-level operatives, limiting insights into higher-level strategic decisions.

While AI cannot replace human expertise, its accessibility lowers technical barriers for groups with limited resources. The report warns that this trend complicates detection efforts for tech companies and security agencies, particularly as insurgents employ multiple platforms and evasion techniques.

Researchers urge developers, governments, and security agencies to strengthen information-sharing frameworks. They recommend evaluating safeguards against organized misuse—not just individual bad actors—and assessing AI platform protections against coordinated exploitation.

The study suggests Boko Haram factions increasingly view AI as a force multiplier. As these groups invest in subscriptions, hardware, and specialized training, the risk of AI-enhanced insurgent capabilities grows.
