President Brice Clotaire Oligui Nguema officially inaugurated the new annex building of the Command Center for Penitentiary Security in Libreville. The three-story structure, named “General Brigade Building Brice Clotaire Oligui Nguema, Commander-in-Chief of the Republican Guard,” features 38 offices and is designed to support the modernization of Gabon’s penitentiary administration. This development was welcomed by Justice Minister Augustin Emane, who emphasized that while the new facility is a significant step, further progress is needed to address persistent challenges within Gabon’s prison system.
The inauguration ceremony brought together government officials, military commanders, high-ranking officers, and distinguished guests. As Supreme Head of the Defense and Security Forces, President Oligui Nguema presided over the symbolic ribbon-cutting, marking the building’s official opening.
The new facility includes offices, operational and supervision rooms, and conference halls, all aimed at enhancing working conditions for staff responsible for penitentiary security administration and management.
Modernization as part of broader judicial reform
During his speech, Justice Minister Augustin Emane described the new building as “a decisive milestone in modernizing Gabon’s judicial and penitentiary institutions.” The infrastructure aligns with ongoing reforms within the Autonomous Penitentiary Security Corps. According to Emane, the project reflects the government’s commitment to restoring state authority while upholding the dignity of individuals under its care.
The building will serve the Command Center led by Army Corps General Jean Germain Effayong Onong, whose dedication to the project was highlighted by the Minister.
Beyond administrative upgrades: addressing prison realities
Minister Emane underscored that modernizing central administration alone cannot resolve the systemic issues plaguing Gabon’s prisons. He stressed the need to confront the current state of the country’s correctional facilities, pointing to critical gaps in prison infrastructure such as dormitories, surveillance systems, security equipment, and intervention tools.
While the new annex represents progress in administrative efficiency, the next phase of reform must focus on improving detention conditions for both inmates and staff. This dual approach is essential for a truly modern penitentiary system.
Balancing security with humane detention standards
The Minister reiterated the government’s goal to balance “uncompromising enforcement of justice with the humanity owed to every detainee.” He emphasized creating safe detention environments that comply with international legal standards. A forward-thinking penitentiary policy, he argued, must prioritize more than just preventing escapes or tightening surveillance—it must ensure the dignity of incarcerated individuals, the safety of staff, and ultimately, support rehabilitation.
Following the military chaplain Serge Obame Mihindou’s inaugural prayer, President Oligui Nguema toured the facility. Ali Adiahéno, representative of Abnia Gabon, expressed gratitude to the authorities for entrusting his company with the project.
While the new annex provides a modern administrative hub for the Command Center, the most critical challenge ahead remains transforming Gabon’s prisons themselves. As Emane noted, modernization must extend beyond offices to fundamentally improve conditions for those who work and those who are held within these facilities.
